Grama vidyut Pratinidhi

GESCOM is implementing the Gram Vidyuth Prathinidhi Project in the Gram Panchayats coming under the company’s Jurisdiction since September 2003. Initially 183 Gram Panchayats in 6 taluks work was entrusted to the Xavier Institute of Management Bhuvaneshwar on a pilot basis and later from 1st February 2004 onwards this Project has been extended to all the remaining 816 Gram Panchayats of GESCOM area of operation. This assignment also entrusted to XIMB from June-2004 to December-2004.From January-2005 onwards GESCOM is implementing the scheme by the company itself.

 

Duties entrusted to GVP:

To streamline the following activities of the revenue cycle (a) Meter reading (b) Bill Distribution (c) Regularization (d) Billing (e) Collection and (f) Credit Control (including recovery of arrears).

To sensitise the rural consumers to take ownership of the electrical network, thus resulting in reduction of commercial loss/loss due to power pilferage.

Identification of BJ/KTJ beneficiaries having more than one bulb and converting them into Domestic Category.

 

Methodology:

Identified local Youths called Gram Vidyuth Prathinidhis (GVP) from each and every Gram Panchayats.

Trained and developed GVP’s to carry out all the revenue cycle activities, Viz., meter reading, billing, bill distribution, revenue collection including arrears and follow up with GESCOM officers in resolving the customer complaints from their Gram Panchayat area. GVP’s are working independently with GESCOM based on a performance contract. This will be guided by a Memorandum of understanding (MOU) between the GVP and GESCOM.

 

Remuneration (Present):

Rs. 2000 upto base line and 6% incentive on incremental collection.

Penalty of 2% on shortfall collection. (Below base line collection).

20 paise per additional installation over 1200 installation per GP/per month.

Remuneration & incentive will be paid on the basis of GVP’s collect ed in their receipt books only. (Excluding counter and special drive collection).
